For more than three decades,
I have served the citizens of Harris County as a law enforcement
professional. Now, I want to use my experience, education, and
leadership to serve the citizens of Harris County, Precinct Five, as
your next Constable.
Efficient Use of Resources
In a climate of budget cuts and reduction
of services, we must adapt and maximize the existing resources in
order to provide the services necessary to keep our community safe
and secure. Reducing wasteful spending and increasing revenues,
while keeping in mind the tax-paying citizens’ interests, will
always be a priority. Cooperation, not competition, between law
enforcement agencies is one of many ways to accomplish this goal.
Now, more than ever, all agencies must learn to work together toward
common goals of serving the community and keeping our citizens safe
and out of harms way.
Developing Trust in the Community
Your elected Constable should be accessible and available to address
the concerns of the citizens of Precinct Five. When elected, I will
hold regularly scheduled town hall and Constable Interactions Group
meetings, where the citizens can share ideas and problems face to
face with their Constable.
Safe
Neighborhoods and Communities
The Contract Deputy Program is the essence of Community Oriented
Policing. Not only do I want to continue this program, I want to
develop closer ties within the Precinct’s neighborhoods and
communities. I will accomplish this by identifying the uniquely
different problems that are so often inherent to the diverse
neighborhoods or communities within the Precinct. I will ensure that
my staff is properly trained to develop comprehensive strategic
plans of action whereby both the Constable’s Office and the citizens
within that area of concern have input and, most importantly, get
results. I am committed to being a good steward of the public’s tax
dollars and maximizing precious resources, while making our
communities safer and improving everyone’s quality of life. I deeply
believe that Community Oriented Policing builds trust between the
communities we serve and the Deputy Constables who serve within the
precinct. When elected as your Constable, I will build upon that
trust every day.
Create a Positive Work Environment
In accordance with the State of Texas Local Government Code, by
statute, personnel who are employed by the Constable’s Office are
classified as being “at will” employees. This means that employees
can be terminated from employment at any time and for almost any
reason. This unfettered ability of the Constable to terminate
tenured employees “at will” can place unnecessary stress upon the
hard working deputies who feel their jobs could be in jeopardy for a
minor infraction and/or just making the wrong person angry at them.
This is particularly true during these critical and difficult
financial times. I never have, and do not currently, believe such
conditions are conducive nor compatible with a progressive and
developing professional law enforcement agency. I deeply believe in
the virtues of a professionally disciplined organization, which
include establishing a fair and just system of professional
development and promotions and maintaining a consistent management
and leadership style that affords all personnel equal respect and
treatment in the Constable’s pursuit of operational efficiency,
effectiveness and in the administration of daily personnel matters. |
